Driving Climate Action Through Carbon Pricing Compliance 


Singapore’s Carbon Pricing Act (CPA), effective since January 1, 2019, is a cornerstone of the nation’s strategy to reduce greenhouse gas (GHG) emissions and combat climate change. Under the CPA, a carbon tax applies to emission-intensive facilities that emit 25,000 metric tonnes of CO₂ equivalent (mtCO₂e) or more annually. These facilities must comply with stringent Measurement, Reporting, and Verification (MRV) requirements set by the National Environment Agency (NEA).

Our Role in Supporting Compliance 


Singapore’s waste-to-energy facilities, which include incineration and energy recovery systems, play a vital role in reducing reliance on fossil fuels by generating electricity for the national grid. This contributes significantly to the country’s energy security and sustainability goals. 


Recently, two waste-to-energy facilities operated by a leading power generation company engaged TEMBUSU Asia Consulting (TAC) to verify their reported reckonable GHG emissions, helping them fulfill the MRV requirements of the CPA. Our scope included: 


Following verification, TAC prepared and submitted an endorsed Verification Plan Summary to NEA. Additionally, the Verification Report was submitted to both NEA and the client, ensuring full compliance with CPA requirements.
