Learn More Environmental Impact Assessment (EIA) According to the Convention on Biological Diversity, an Environmental Impact Assessment (EIA) is a process of evaluating the likely environmental impacts of a proposed project or development, taking into account inter-related socio-economic, cultural and human-health impacts, both beneficial and adverse. At TAC, our team of multidisciplinary experts are well equipped to deliver comprehensive EIA services, including initial consultation with government agencies, scoping, baseline data collection, as well as impact identification, assessment, and mitigation. Our team is also experienced in stakeholder engagement consultations, which are often done as part of the EIA process. The EIA process also takes into account analysis of physical parameters such as airborne noise, ambient air quality, and ground vibration levels in order to assess the environmental impacts. By having an in-depth understanding of the proposed project and working closely with both the client and technical agencies, we aim to assist our clients in achieving sustainable development. Biodiversity Impact Assessment Through our team of in-house and partner specialists, we conduct biodiversity surveys, often as part of larger projects, including Biodiversity Impact Assessments (BIA), which may form part of an Environmental Impact Assessment. Wildlie & Ecological Services Wildlife & Ecological Services Fauna Surveys Fauna surveys are conducted to identify and record species from various taxonomic groups. We use a range of different standard methods and technology, including visual transect surveys, camera trapping, bat acoustic surveys, and hand netting and trapping of invertebrates, depending on the needs of the project. The results of these surveys may be utilized for analysis in biodiversity screening assessments, biodiversity impact assessments, and other relevant studies. Wildlife Management Plans Wildlife Management Plans are devised for upcoming developments to minimise the risk of wildlife mortality and injury, while also reducing the risk of human-wildlife conflict incidents. Through an understanding of a project site’s baseline conditions, and the identification of target species found within and around the site, our team will develop wildlife management plans. Such plans are often included as part of the client’s Environmental Management and Monitoring Plan (EMMP) and may include aspects such as plans for directional clearance of trees, pre-felling fauna inspections, and wildlife response and rescue protocols. Wildlife Management Plans Anchor 1 Habitat Restoration Advisory Habitat restoration involves rehabilitating or enhancing degraded habitats to increase the biodiversity or ecological function of a site. Our team’s practical experience and ecological knowledge allow us to help our clients devise a habitat restoration strategy, including setting objectives and goals, recommending planting palettes, and devising monitoring parameters for a proposed habitat restoration project. EMMP Environmental Management and Monitoring Plan (EMMP) TAC works closely with clients and contractors through their pre-construction, construction, and operation phase, to ensure that their activities comply with existing legislation and environmental protection guidelines. An EMMP is a systematic approach to mitigate negative environmental impacts and monitor the implementation of these mitigation measures. It is a useful tool to assess whether the mitigation measures taken are effective to reduce or mitigate potential impacts caused by this project to minimal and acceptable levels during the construction phase. With the rate of development, both in Singapore and the region, it is crucial to ensure that the impacts of development on the natural environment are reduced. Our EMMPs include relevant aspects of environmental protection such as Wildlife Management Plans, Flora Management Plans, Lighting Management Plans, and other related plans. This will help our clients develop in an environmentally-sensitive manner. Arboriculture and Habitat Enhancement Services Arrow Arrow Trees, which are often integral in biophilic design, provide a range of amenities including shade, air purification, temperature regulation, and habitats for biodiversity. Trees are also sometimes retained due to their conservation or cultural significance. However, it is vital to ensure that the safety and integrity of trees in development sites are not compromised. As part of the assessment, Recycling Facility was audited to determine compliance of business operations with applicable national environmental regulatory requirements & business permits and to identify whether any potential environmental risks present. Home / Projects Projects Greenhouse Gas Emission Verification for Textile Manufacturer September 15, 2022 All Projects, Climate Change Adaptation & Mitigation TEMBUSU Asia Consulting (TAC) was appointed to provide Greenhouse Gas (GHG) emission verification for a vertically integrated textiles and apparel manufacturer who has operations in Malaysia, Cambodia, China, Vietnam, and Jordan. Our GHG verification will support our client’s sustainability strategy and their upcoming application for a Sustainability-linked loan (SLL). GHG emissions reduction was identified as the Sustainability Performance Target (SPT) for the SLL and it is a requirement for the GHG emissions baseline to be verified by an independent third party. The scope of work involves reviewing and verifying the client’s Scope 1 and 2 GHG emissions for 2019 and 2020 in accordance with ISO 14064-3:2019. A verification report with verification statement endorsed by TAC will be submitted to our client. Through this service, TAC supports our clients in transitioning to low carbon economy and strengthen their resilience in meeting SDG#13: Climate Action. Home / Projects Projects Greenhouse Gas Verification Services for a Power Generation Company July 31, 2024 All Projects, climate change On February 2022, Singapore’s Finance Minister Lawrence Wong announced during the Singapore Budget 2022 that the city-state will raise its carbon tax to S$25 per million tonnes of CO2 equivalent (mtCO2e) in 2024 and 2025, from its current value of S$5/mtCO2e. The amount will progressively increase to S$45/mtCO2e in 2026 and 2027, and S$50 to S$80/mtCO2e by 2030. This move represents one of the largest government-mandated carbon taxes to finance its decarbonisation efforts, create a regional carbon marketplace, and bring forward its net zero emission deadline. The carbon tax will be applied on emission-intensive facilities that directly emit at least 25,000 mtCO2e of greenhouse gas (GHG) emission annually. Companies registered as a taxable facility may utilise high quality international carbon credits to offset up to 5% of their taxable emissions from 2024 onwards. Under the Carbon Pricing Act (CPA), industrial facilities are required to comply to the Measurement, Reporting and Verification (MRV) requirements to determine the amount of GHG emissions annually. To do so, facilities must submit a Monitoring Plan and an Emissions Report and engage an NEA-accredited third-party verifier to verify the accuracy of the Emissions Report and implications of GHG control measures. One of Singapore’s largest power generation facilities approached TEMBUSU Asia Consulting (TAC) to conduct its MRV and verify their reckonable GHG emissions as indicated in their Emissions Report. The scope of MRV includes extensive desk analysis on data collected during the reporting period, and physical inspection of the facility’s emission streams and sources. TAC also conducted in-depth analysis on the facility’s quality management framework and data management system to substantiate the claim made by the client. TAC then submitted an endorsed Verification Plan Summary and Verification Report to NEA for verification once the MRV has been conducted, as required. To achieve our climate ambition, the carbon tax will be raised to $80/tCO2e by 2030. Hence, companies are making their effort to improve their energy efficiency and reduce carbon emissions. An international Oil and Gas Company has engaged TEMBUSU Asia Consulting (TAC) to review and endorse their Measurement and Verification (M&V) Plan for the application of the Resource Efficiency Grant for Energy . As part of the process, our client is required to submit a verified pre-validation and post-verification plan for quantifying the carbon abatement delivered through the project implementation. Our client seeks to reduce their power and fuel consumption by installing a piece of additional equipment to debottleneck the capacity, thus increasing their efficiency while reducing carbon emissions at the same time. TAC’s services include reviewing M&V plan by conducting validation and verification through rigorous risk assessments, data collection, review of documentary evidence, and interview sessions as well as producing the validation and verification report. TAC shall verify the design and assessment criteria based on Singapore’s Codes of Practice (return period, platform levels, climate change impacts, etc). TAC shall also carry out a review and site analysis of the internal and external drainage and hydraulic design, designed platform levels, drainage strategies and conduct further site vulnerability assessment to identify potential flood risk to the site and basement levels. TAC shall combine its multidisciplinary strength and capabilities in water resource planning, regulatory compliance, and due diligence services to present its findings and recommendation on possible ways to enhance flood proofing measures over its intended service life span. TAC’s team of wildlife, ecology and environment professionals were responsible for conducting a biodiversity study to conduct an Environmental Impact Assessment. With the site being a forested zone housing a rich diversification of species, a portion was designated to be kept as part of a nature park area. TAC recommended measures to ensure that future infrastructure and development works would not adversely affect sensitive fauna, particularly due to the generation of noise and dust from work activities. Trainings were also conducted on the biodiversity issues pertaining to the project, including species found at the project site, the importance of biodiversity conservation, and ways to avoid human-wildlife conflict to spruce up the environmental awareness of key personnel. Our services enabled our client to conduct their project in a manner that is sensitive to our fauna biodiversity, thus moving towards fulfilling UN SDG 11: Sustainable Cities and Communities and SDG 15: Life on Land. The consultance scope include assistance in the preparation of WSH framework for EPCM project covering WSH management plans & procedures. It also includes the review of existing company WSH documents to identify an gaps vis-a-vis Singapore WSHframework. We will deploy the WSH consultant at site to inspect and review of implementation of site WSH practices. Also, our scope includes Design-for-Safety (DfS) services in which our registered DfS Professional will assist client to fulfil its duties under DfS regulation. Home / Projects Projects EMMP for construction of Transport Link to Malaysia April 9, 2021 All Projects, Environmental & Ecology TEMBUSU Asia Consulting was awarded an Environmental Management and Monitoring Plan (EMMP) project for the construction of LTA viaduct and tunnels for the transport link that will connect Malaysia and Singapore. The scope covers the development of a detailed construction EMMP framework during the pre-construction stage, outlining the mitigation and management measures for all environmental aspects to ensure that the proposed works do not adversely affect the environment surrounding the project site. In addition, a biodiversity management plan will be prepared along with a reporting system to monitor the implementation of the EMMP. A biodiversity awareness training will also be provided prior to construction activities to train the personnel on the ecological sensitivity of the site. Given that the project is located within a forested area, TEMBUSU Asia will provide support for monitoring the environmental aspects during the construction stage, especially on biodiversity issues. Environmental monitoring is a critical tool for assessing the effectiveness of EMMP and all recommended mitigation measures. The palm oil company has plantations in Indonesia and focuses on the cultivation of oil palms; the processing of fresh fruit bunches into palm oil, palm kernel oil, and palm kernel cake; and the provision of bulking as well as logistics services. On 15 December 2021, Singapore Exchange (SGX) announced its requirements for issuers to provide climate-related reporting based on the recommendation of the Task Force on Climate-related Financial Disclosures (TCFD) and disclosures on board diversity. All issuers must now provide climate reporting on a “comply or explain” basis in their sustainability reports from the financial year commencing 2022. With TAC’s experience in both SGX and GRI’s requirements for sustainability reporting, TAC assists our clients to build business resilience by anticipating potential climate-related issues, leading to the development of action plans and hence fulfilling SDG 12: Sustainable Consumption and Production and SDG 13: Climate Action.
