The scope of the project focused on the monitoring and management of surrounding seawater quality with specific recommendations and mitigation measures outlined in the EMMP document. Moreover, a monitoring and reporting mechanism was set up to assess the effectiveness of recommended mitigation measures. The EMMP will help to mitigate any adverse impact generated from the project’s activities on seawater quality, resulting in overall benefit to the marine biodiversity of the surrounding area. Jointly organised by SBF and Institute of Engineers Singapore (IES), this course outlines the basic principles in PPP contracts, Project Finance fundamentals, and Project Finance Modelling techniques for beginners. It provides an overview of Project Finance terminology, terms, and references used by project stakeholders, owners, consultants, contractors, stakeholders, lenders, and investors. The hands-on modelling session offers a basic toolkit for project management personnel to translate engineering inputs into making economic sense. The workshop will also provide the attendees with a deeper understanding of how project finance modelling can be used to manage covenants in project finance contracts and hence the core foundation skills to better negotiate with project lenders and investors. This engagement marked our first venture into the education sector, and we embraced the opportunity with enthusiasm and dedication. Upon understanding the unique needs of our Client, we initiated the project by providing a comprehensive sustainability training session to our Client. This training was designed to foster a common understanding and language, ensuring smooth collaboration throughout the reporting process. We meticulously followed SGX recommendations and the GRI standards 2021, providing a robust framework for the sustainability report. Thanks to the collaborative efforts of both teams (Tembusu Asia and Client), we successfully delivered the Client’s sustainability report, fully compliant with local guidelines. This annual inspection is a requirement of the Gas (Supply) Regulations to ensure no leakage or corrosion to the gas installation and that gas supply remains safe. Upon completion of the annual inspection, a Certificate of Fitness will be issued if the gas installation is found to be in good operating condition. This is the third consecutive year that our Client engages us in this service, and we are pleased to be able to deliver satisfactory and quality services that remain consistent through the years.   • Seagrass Field Surveys at the east of Singapore

    Home / Projects Projects Seagrass Field Surveys at the east of Singapore May 21, 2025 All Projects, Environmental & Ecology TEMBUSU Asia Consulting (TAC) has been appointed to conduct seagrass field survey at the east of Singapore beach area, located along the Southeastern coast of Singapore. The survey area covers an intertidal zone spanning approximately 4.5 ha. The primary objective is to determine the size and distribution of seagrass meadows or patches, map the overall extent of seagrass habitat and assess the percentage cover and species composition of each seagrass species present. As part of the scope of work, TAC will carry out detailed species identification, analyse species distribution characteristics, quantify species-specific cover density and sample collection for further laboratory analysis to supplement field observations. Covering approximately 4.5 hectares of intertidal zone, the survey aims to map seagrass habitat extent, identify species composition, and measure percentage cover and patch sizes. TAC will also provide species identification, assess seagrass distribution and density, and collect samples for further analysis. Learn More Environmental Impact Assessment (EIA) According to the Convention on Biological Diversity, an Environmental Impact Assessment (EIA) is a process of evaluating the likely environmental impacts of a proposed project or development, taking into account inter-related socio-economic, cultural and human-health impacts, both beneficial and adverse. At TAC, our team of multidisciplinary experts are well equipped to deliver comprehensive EIA services, including initial consultation with government agencies, scoping, baseline data collection, as well as impact identification, assessment, and mitigation. Our team is also experienced in stakeholder engagement consultations, which are often done as part of the EIA process. The EIA process also takes into account analysis of physical parameters such as airborne noise, ambient air quality, and ground vibration levels in order to assess the environmental impacts. Wildlie & Ecological Services Wildlife & Ecological Services Fauna Surveys Fauna surveys are conducted to identify and record species from various taxonomic groups. We use a range of different standard methods and technology, including visual transect surveys, camera trapping, bat acoustic surveys, and hand netting and trapping of invertebrates, depending on the needs of the project. The results of these surveys may be utilized for analysis in biodiversity screening assessments, biodiversity impact assessments, and other relevant studies. Wildlife Management Plans Wildlife Management Plans are devised for upcoming developments to minimise the risk of wildlife mortality and injury, while also reducing the risk of human-wildlife conflict incidents. Through an understanding of a project site’s baseline conditions, and the identification of target species found within and around the site, our team will develop wildlife management plans. Such plans are often included as part of the client’s Environmental Management and Monitoring Plan (EMMP) and may include aspects such as plans for directional clearance of trees, pre-felling fauna inspections, and wildlife response and rescue protocols. Wildlife Management Plans Anchor 1 Habitat Restoration Advisory Habitat restoration involves rehabilitating or enhancing degraded habitats to increase the biodiversity or ecological function of a site. Our team’s practical experience and ecological knowledge allow us to help our clients devise a habitat restoration strategy, including setting objectives and goals, recommending planting palettes, and devising monitoring parameters for a proposed habitat restoration project. EMMP Environmental Management and Monitoring Plan (EMMP) TAC works closely with clients and contractors through their pre-construction, construction, and operation phase, to ensure that their activities comply with existing legislation and environmental protection guidelines. An EMMP is a systematic approach to mitigate negative environmental impacts and monitor the implementation of these mitigation measures. It is a useful tool to assess whether the mitigation measures taken are effective to reduce or mitigate potential impacts caused by this project to minimal and acceptable levels during the construction phase. With the rate of development, both in Singapore and the region, it is crucial to ensure that the impacts of development on the natural environment are reduced. Our EMMPs include relevant aspects of environmental protection such as Wildlife Management Plans, Flora Management Plans, Lighting Management Plans, and other related plans. This will help our clients develop in an environmentally-sensitive manner. Arboriculture and Habitat Enhancement Services Arrow Arrow Trees, which are often integral in biophilic design, provide a range of amenities including shade, air purification, temperature regulation, and habitats for biodiversity. The scope of this EIS includes a biodiversity study to establish the ecological baseline of the project site, an assessment of the impacts of land clearance on the environment, and the recommendation of appropriate measures to mitigate these impacts. TEMBUSU Asia will also conduct biodiversity awareness training to brief key personnel on biodiversity issues pertaining to the project, including species found at the project site, the importance of biodiversity conservation, and ways to avoid human-wildlife conflict. We believe that by working with and providing sound recommendations to the Client, we will be able to help minimise adverse impacts on the surrounding natural environment for the duration of this project. Prior to this project, TEMBUSU Asia has provided consultancy services for the client during the design stage to fulfil its duty as an Occupier of construction workplace under WSH Act and related regulations. The consultance scope include assistance in the preparation of WSH framework for EPCM project covering WSH management plans & procedures. It also includes the review of existing company WSH documents to identify an gaps vis-a-vis Singapore WSHframework. We will deploy the WSH consultant at site to inspect and review of implementation of site WSH practices. Also, our scope includes Design-for-Safety (DfS) services in which our registered DfS Professional will assist client to fulfil its duties under DfS regulation. EIS work includes the establishment of a baseline condition within IBS via field surveys of environmental aspects, including biodiversity, water quality, and noise quality. As the dredging works are conducted in a location with sensitive habitat, TAC’s services involve reviewing the Environmental Baseline Study (EBS), conducting Environmental Impact Assessment (EIA), preparing a Detailed Environmental Management and Monitoring Plan (Detailed EMMP) specification, as well as monitoring and reporting of the Detailed EMMP in the study area.     Home / Projects Projects Greenhouse Gas Verification Services for a Waste to Energy Generation Company November 26, 2025 All Projects, Carbon & Sustainability Driving Climate Action Through Carbon Pricing Compliance Singapore’s Carbon Pricing Act (CPA) , effective since January 1, 2019 , is a cornerstone of the nation’s strategy to reduce greenhouse gas (GHG) emissions and combat climate change. Under the CPA, a carbon tax applies to emission-intensive facilities that emit 25,000 metric tonnes of CO₂ equivalent (mtCO₂e) or more annually. These facilities must comply with stringent Measurement, Reporting, and Verification (MRV) requirements set by the National Environment Agency (NEA) . To meet these obligations, facilities are required to: Submit a Monitoring Plan and an Emissions Report annually. Engage an NEA-accredited third-party verifier to ensure the accuracy of reported emissions and assess the effectiveness of GHG control measures. Our Role in Supporting Compliance Singapore’s waste-to-energy facilities , which include incineration and energy recovery systems, play a vital role in reducing reliance on fossil fuels by generating electricity for the national grid. This contributes significantly to the country’s energy security and sustainability goals. Recently, two waste-to-energy facilities operated by a leading power generation company engaged TEMBUSU Asia Consulting (TAC) to verify their reported reckonable GHG emissions, helping them fulfill the MRV requirements of the CPA. Our scope included: Comprehensive desk analysis of emissions data collected during the reporting period. On-site inspections of emission streams and sources. Evaluation of quality management and data systems to substantiate client claims. Following verification, TAC prepared and submitted an endorsed Verification Plan Summary to NEA. Additionally, the Verification Report was submitted to both NEA and the client, ensuring full compliance with CPA requirements.
