    Home / Projects Projects Environmental Services for the Reconstruction of a Water Treatment Plant in Singapore August 26, 2021 All Projects, Environmental & Ecology TEMBUSU Asia Consulting was engaged to provide environmental services for the reconstruction of an existing water treatment plant in western Singapore. The plant is surrounded by important biodiversity, including birds and mammals of conservation significance inhabiting the forests, and rare aquatic fauna inhabiting the streams. An Environmental Impact Assessment (EIA) will be carried out during the design stage. The EIA work includes the establishment of baseline conditions within the study area via field surveys of environmental aspects including biodiversity, water quality, air quality and noise quality. The collected data would be analysed to assess the environmental impacts associated with the project site based on the proposed development plan. Given the importance of the site for biodiversity, the preparation of an Environmental Management and Monitoring Plan (EMMP) with recommended mitigation and monitoring measures will help to mitigate the adverse impacts generated during the construction stage and will lead to the project implementation in an environmentally sustainable way. TAC will also support the Client during the construction stage in overseeing the implementation of EMMP and reporting requirements. As public awareness of environmental and climate change issues increases, development projects within and around environmentally and ecologically sensitive areas become highly scrutinised. As a result, the Singapore government continues to emphasise proper management of impacts on the natural environment through regulations such as the Environmental Protection and Management Act (2002) and require an increasing number of development projects to conduct Environmental Impact Assessment (EIA) and produce Environmental Management & Monitoring Plans (EMMP). As such, a thorough understanding and multi-stakeholder approach to infrastructure development planning is vital. Who Should Attend Sarah Pascoe, Trainer Sarah is an ecologist and Senior Consultant at TEMBUSU with over eight years of professional experience with wildlife research and biodiversity conservation. She is an NParks’ Certified Animal Management Specialist. She has conducted and reviewed Environmental Impact Assessment (EIA) studies, prepared Environmental Management & Monitoring Plans (EMMP), and assisted in obtaining statutory clearances from regulatory agencies. She has led EMMP projects in sensitive biodiversity areas across Singapore for several government agencies. Her experience as a conservation project officer for the National Parks Board (NParks) involved conducting ecological studies on various mammalian and avian species. Her research experience includes conducting an island-wide census on several wildlife populations in multiple habitat types including secondary forest, grasslands, urban parklands, mangrove forest and intertidal zones. Joanne Lim, Trainer Joanne is an ecologist and Consultant at TEMBUSU with over five years of professional experience. She has conducted field research in natural habitats ranging from high-altitude forests to the open ocean. Her past work involved the monitoring of corals to track relative sea-level change in Southeast Asia. She has conducted coral surveys at islands such as Pulau Semakau, St John’s Island, and Sentosa Island. Joanne has been heavily involved in several EMMP projects in Singapore and has extensive experience liaising with stakeholders such as technical agencies, contractors, and nature groups. Her background in research has honed her skills in data collection, data mining and data analysis. She is skil led in creating Digital Elevation Models (DEMs) by Structure from Motion (SfM) photogrammetry. Her expertise in computer software such as GIS and R has enabled clients to streamline their EMMP reporting process. The regulation requires affected companies to report their primary, secondary, and tertiary packaging that has been circulated into the Singapore market. This reporting will help to lay the foundation for Singapore’s transition towards an Extended Producer Responsibility (EPR) framework for packaging waste management by 2025. TAC assisted the Client in understanding the reporting requirements, provided a method of collecting and presenting packaging data, recommended strategies and solutions in developing a packaging 3R plan, and guided the client in a successful NEA submission.     Home / Projects Projects Workshop on EIA and EMMP: “Developing an understanding of EIA & EMMP process” July 16, 2021 All Projects, Capacity Building TEMBUSU Asia Consulting was invited to conduct a one-day capacity building workshop on Environmental Impact Assessment (EIA) and Environmental Management and Monitoring Plan (EMMP). The participants consisted of officers from a Government Agency, EPC Contractor, and consultants of the project team. The purpose of this training programme is to explain the fundamentals of executing an EIA and EMMP and how these tools can assist developers and EPC Contractors to manage potential adverse environmental impacts from infrastructure development. Comprehension of these topics is important especially in light of the increasing public awareness of environmental and climate change issues, which contribute to the greater scrutiny of infrastructure projects within environmentally sensitive areas in Singapore. As such, it is vital that a thorough understanding of the EIA and EMMP process is developed among all stakeholders, including Architects, Engineers, Sustainability Practitioners, EHS Practitioners, Construction Professionals, Environmental Control Officer, and Government Officers. In the near future, we hope to provide this training for other stakeholders in the Built-Environment and Infrastructure sectors. The scope of this project includes reviewing the Client’s GHG monitoring plan and emissions report, visiting the Client’s site for data verification, and conducting interviews with the facility’s management. TAC will then report the audit results separately to the National Environment Agency in accordance with the Carbon Pricing Act 2018. TAC assisted the client in establishing a comprehensive greenhouse gas (GHG) emissions accounting inventory , encompassing all three scopes as outlined by the GHG Protocol and developed a decarbonisation roadmap. TAC commenced with an introductory training program on carbon accounting . After which TAC conducted a thorough Scope 3 screening exercise to identify the most significant indirect emissions categories within the bank's portfolio and identified financed emissions as a key category. The team facilitated the collection of GHG emissions data across Scopes 1, 2, and 3 within the bank's operations. Utilising the gathered data, TAC established a clear baseline for the bank's total GHG emissions. Increased focus on sustainable finance is driving financial institutions to be future-ready. Financial institutions are analyzing their current investment profile and steering themselves towards sustainable finance with the help of the latest technologies and guidance from global disclosure frameworks. As part of the client’s sustainability effort, TAC prepared technical guidance to assist the client in their preparation of a comprehensive governance structure to identify and prioritize climate-related risks and opportunities and applicable climate policies. TAC also assisted in baseline setting for GHG emissions and provided recommendations on SBTI aligned targets. TAC guided the client in developing their own sustainability report, addressing concerns about potential reputational risks associated with their emissions, including fuel, electricity and financed emissions.
