  • Two additional sectors to TAC’s accreditation as an Independent GHG Emissions Verifier in Singapore

    Jun 10, 2020 Two industrial sectors have been recently added to TEMBUSU Asia Consulting’s accreditation as an independent Greenhouse Gas (GHG) Emissions Verifier under Singapore’s Carbon Pricing Act 2018 and Carbon Pricing (Measurement, Reporting and Verification) Regulations 2018. With this accreditation, TAC is now able to serve as an external auditor for non-large scale manufacturers of chemical products (Sector 2) and manufacturers of semiconductor devices and wafers (Sector 3) . The addition of these credentials is part of our commitment to provide our clients with one-stop innovative solutions and integrated service and help them meet the United Nation Sustainable Development Goals. The Carbon Pricing Act was first published in the Government Gazette on 1 June 2018 for the reporting of and tax payment in relation to GHG emissions, and to make consequential and related amendments to the Energy Conservation Act (ECA). The Singapore government has implemented a carbon tax effective from 2019 at a rate of S$5 per tonne of GHG emissions until 2023. The GHG Measurement and Reporting Regulations 2017 (GHG M&R Regulations) was gazetted on 22 December 2017 under the ECA. Under the GHG M&R Regulations, a registered corporation/facility will be subject to M&R requirements when its total direct GHG emissions (Scope 1) exceeds the threshold of 25,000 tCO2e (i.e. tonnes of carbon dioxide emission) in any calendar year.     Apr 15, 2020 TEMBUSU Asia is now a Certified Training Partner of the Global Reporting Initiative in Singapore. Sustainability / non-financial reporting has changed the way businesses traditionally report their performance. Sustainability reports convey not only the environmental, economic, and social performance of a business, but at the same prove to be an effective tool to measure, manage, and improve organisational performance and protect an organisation’s reputation. The Global Reporting Initiative (GRI) is an international independent standards organization that helps businesses, governments, and other organizations understand and communicate their impacts on important issues such as climate change, human rights and corruption. GRI has pioneered sustainability reporting since the late 1990s. GRI Certified Training Partners undergo careful selection and a certification procedure before getting empanelled as Training Partners. On the other hand, the Singapore Stock Exchange (SGX) mandated the publicly listed companies to publish sustainability reporting since 2017. Alongside SGX and several regional regulators mandating sustainability reporting, companies would make an indispensable investment in building their internal capacity to develop sustainability reports.     Nov 27, 2019 TEMBUSU Asia Consulting Pte. Ltd. has been accredited as an external auditor to conduct independent verification of Greenhouse Gas (GHG) emissions under Singapore’s Carbon Pricing Act 2018. Dr. Lohani served as Ranking Vice-President of ADB, Knowledge Management and Sustainable Development and prior to that Vice President of Finance & Administration. He currently serves as a Member of the Board of AIT, International Global Environmental Studies (IGES) Japan, Asian Water Council (Korea, and as the Head of Global Climate Change Practices at Centennial (USA) and Member of Advisory Council at Ingersoll-Rand Plc (US).   • EIA Presentation at IES Seminar “Updates on PUB and NEA Requirements and Regulations”

    Oct 17, 2019 Yesterday, the Institute of Engineers Singapore (IES) held a half-day seminar on “Updates on PUB and NEA Requirements and Regulations” to give an overview of the most recent updates to PUB and NEA’s regulatory planning and submission on functional and maintenance needs. One of the regulated studies that are being increasingly requested by the agencies before a new project is approved is the Environmental Impact Assessment (EIA). In light of the lack of regulation pertaining to EIA in Singapore and lack of publicly available information on its processes, our Senior Consultants Komal Pujara and Holly Siow were invited to share their knowledge and experience in EIA processes in one of the seminar’s sessions. With this new information in mind, participants are expected to be better informed in EIA and other studies related to it so and hence be more resilient to the risks of exceeding projected costs and timelines in future development projects.

  • An overview of carbon tax in Singapore

    Jul 11, 2019 1. Background The Singapore government has implemented a carbon tax effective from 2019 at a rate of $5 per tonne of greenhouse gas (GHG) emissions until 2023. The Greenhouse Gas Measurement and Reporting Regulations 2017 (GHG M&R Regulations hereafter) was gazetted on 22 December 2017 under the Energy Conservation Act (ECA). Prior to implementation GHG M&R regulations, registered corporations under the ECA have been reporting energy and non-energy data under the Energy Conservation (Energy Management Practices) Regulations (i.e. EMP Regulations). Under the GHG M&R Regulations, a registered corporation/facility will be subject to M&R requirements when its total direct GHG emissions (Scope 1) exceeds the threshold of 25,000 tCO2e (i.e. tonnes of carbon dioxide emission) in any calendar year. Sectors directly emitting GHG that will be affected by this carbon tax include refineries, petrochemicals, chemicals, semiconductor, power generation, electronics, biomedical, and waste and water management. 2. Scope of GHG M&R requirements Type of processes or activities resulting in GHG emissions for carbon tax payment include: Fuel combustion Industrial processes and product use (IPPU). GHG emissions directly released into the atmosphere from both fuel combustion and IPPU activities within the facility boundary and under the operational control of the registered Corporation/facility, are to be measured and reported in accordance with the M&R requirements. The GHGs to be accounted for in the emission report include: Carbon dioxide (CO2) (excluded from biomass used for fuel combustion) Methane (CH4), Nitrous oxide (N2O), Hydrofluorocarbons (HFCs), Perfluorocarbons (PFCs), Nitrogen Trifluoride (NF3) (excluded from biomass used for fuel combustion), and Sulphur hexafluoride (SF6). 3. Submission of Monitoring Plan and Emission Report Under the GHG M&R regulations, the registered corporation will be required to submit the following items for NEA’s approval for each corporation/ facility exceeding the threshold: A. Monitoring Plan (MP) MP is a document that identifies and describes the facility’s GHG emission sources and streams, emission quantification methods and quality management framework. The MP submission includes MP template (which can be downloaded from the Emission Data Monitoring and Analysis [EDMA] system in NEA website) and supporting documents. NEA does not stipulate the method used for emission quantification. The facility has the flexibility to decide on the most appropriate emissions quantification methods and tiers to compute GHG emissions. The emissions quantification methods applied should ensure accurate and robust computation of the GHG emissions and be based on technical or scientific considerations. MP needs to be endorsed by the Chief Executive Office or equivalent and approved by NEA. B. Emissions Report (ER) The ER for each reporting period shall contain information on the facility’s activity data, computation for each direct GHG emissions, and the total direct GHG emissions. The ER shall be prepared based on the approved MP. 4. Timeline for payment of carbon tax *The Verification company will be accredited by NEA and a list of accredited companies will be published on NEA website from July 2019 onwards.   • PRESENTATION AT 6TH SINGAPORE SUSTAINABILITY SYMPOSIUM, 8-10 MAY 2019

    May 29, 2019 Our Managing Director Er. Tan Seng Chuan was invited to speak in the 6th Singapore Sustainability Symposium that was held on 8-10 May 2019 at Grand Hyatt Hotel. Taking up the theme of “Sustainability, Creating Assets for Global Competitiveness”, the Symposium aimed to showcase how economic and innovation opportunities are available abundantly for industry sectors and endeavours that seek to achieve sustainability. In light of this theme, Er. Tan highlighted the role of Small and Medium Enterprises (SME) in the sustainable business transformation in the Asia region. He also discussed the economic outlook in Asia for the next 10 years, challenges encountered by the SMEs, and opportunity due to global megatrends. Lastly, Er. Tan illustrated ways SME could embrace the United Nation’s Sustainable Development Goals in the corporate culture based on TEMBUSU Asia’s experience.
